The amount of cleavage that is too much, depends on the context.
If you’re a high priced lawyer, trying to impress a jury or a judge; or if you’re a rabbi or a pastor giving a sermon on Sunday, or if you’re Hillary Clinton, then you don’t want to show any cleavage at all. You don’t want there to be a hint of sexuality to distract from your purpose.
On the flipside, if you’re an adult entertainer in a gentlemen’s club, you probably don’t care to cover your breasts at all. You want every bit of cleavage to be showing.
At a party, where people are looking to “connect”, more cleavage may be appropriate, especially if people are trying to be sexy. Entertainers get a pass to show more cleavage. People who are selling themselves with their bodies get to show more as well.
So, where’s the gray area? Is it okay for students to show cleavage? On the one hand they are young, hormonal, and seeking to connect with others. They want to show off for boys, but even more for the girls. They want to look hot, because that gives them more status with their friends which they soon will discover is a huge misconception.
On the other hand, learning is a serious business, and you want professors to take you seriously, and a lot of cleavage, whether shown to a male or female professor, makes you seem like your mind is not on your work. Besides which, whereever you go, dirty old men will be staring at your chest, not at your eyes. If you want to be taken seriously, you want people looking in your eyes.
